Could also be code error. I have seen it too in green bar, and not just with Nema. DJHellish was doing it not too long ago.

Yeah it helps me steal host alot & since all the bridgers and hackers are busy playing reach i'm getting host (Halo 3) in about 75% of my matches

As far as bridgers in Halo 3 = In Halo Reach I really doubt there is much to be gained from forcing host as the hit register for weapons is instant even across massive distances compared with Halo 3. This is the single biggest improvement I'm finding between Reach and Halo 3.

Interleaving only adds about ~10ms and isn't worth disabling because you loose a lot of speed and packet loss increases as well, ~10ms is nothing compared to a lost packet.

Could be any number of reasons but keep in mind that even players with open NATs that live in close proximity to one another have reported this on Bungie.net so it partly seems to be a side effect of Halo: Reach's netcode which is far from perfect.
